From your post, I understand that you are not able to make a purchase because you are receiving an error message saying, "Payment Processing is Temporarily unavailable. Please try again later". I definitely know how important it is for you to be able to buy apps and music.
In situations like this, I would first make sure you have a strong internet connection. If necessary, reset your network settings like this:
Tap Settings > General > Reset > Reset Network Settings.
Do this step will reset all network settings, Wi-Fi passwords, VPN, and APN settings.
If you continue to have issues making a purchase, follow the steps in this article for the device you are using.
If you can’t connect to the iTunes Store
