Does iOS 9.x OR 10 restore the shuffle capability to slideshow in Photo app? Quite a few folks used this regularly yet Apple arbitrarily decided that this option was obsolete despite its wide use. Has the shuffle option been restored?

No, it has not been restored in 9, have heard no mention of it for 10.
Perhaps its use is/was not as widespread as you think.
