Q: I can not put my music on my iPhone from my computer because it says iCloud music library in enabled, how do I fix this

We definitely want you able to get your music on your iPhone that's in your collection. We can take a look at what's up.

Since you have iCloud Music Library on, that is going to be the way music and songs sync to your iPhone.  So when you add a song on the computer, it should be pushed to the iPhone so you'll see it there:

Sync Apple Music across your iPhone, iPad, iPod touch and computer

If the song doesn't appear, then in iTunes you can manually update the library so iCloud can check and add the song.  File > Library > Update iCloud Music Library when you're inside iTunes.
