I understand that you are not able to connect to the Apple Store with your iPhone SE. Here are some suggestions on how to help resolve this type of issue:
Are you trying to connect to the Apple Store by using the Apple Store app or are you trying to connect to the iTunes Store using the iTunes app?
If it is the Apple Store app you are having this issue with this article will help:
If an app you installed unexpectedly quits, stops responding, or won’t open
If it is the iTunes Store that you are not able to connect to this article will be beneficial:
If you can’t connect to the iTunes Store

(You can go to downdetector.com and look up I Tunes)
Only weird thing is he really did not seem too knowledgeable and said only some people
are affected. But it does appear to be an issue on their end and hopefully will be back up he said in about an hour.
