Cannot Setup Apple Pay

I am using an iPhone 6 with OS 9.3.2. When trying to add a credit card to my Apple Pay wallet, I get a pop-up window that says: "Apple ID Required. Please sign in with your Apple ID in Settings." When I select the Settings button, instead of being taken to a sign in window, it dumps me back to the Home Screen.


I had successfully been using Apple Pay but recently signed out of iCloud and then signed back in which dumped all my card info. Now I can't get started again.

HI


The following steps may help:


  • Go to: Settings > iCloud - at the bottom of the screen, Sign out.
  • Go to: Settings > Touch ID & Passcode - Turn Passcode off.
  • Restart your iPhone.
  • Sign back in to iCloud, turn Passcode back on and try again to add your card.

I have tried this method multiple times. I have turned the phone off, done a soft reboot, logged in and out of iCloud, turned passcode off and on. I've done these things at least 10 times and I still can't add the card associated with my itunes account. I've even gone to my account and reloaded the card for my Apple ID to make sure all the info was current and correct. My phone is up to date and brand new. I did restore from a backup of a 6+, could that have anything to do with the problem I'm having?
