I certainly want you able to have full access to your Apple ID and security questions. We can check out a few things.
If the questions have been answered incorrectly too many times and you have a lock out message, then it may need waiting the lock period before any other steps can be done. Once the time limit is up, you can answer again or try sending a reset email to a rescue email already setup on the account.

If you are unable to reset the security questions, follow the steps from the If you can't reset your security questions section in the same article.
If you can't reset your security questions
If you can't send a reset email, don't have a rescue email address, or can't access email at your rescue email address, call us for help. When you call, you might need to create a temporary support PIN to verify your identity. After you reset your security questions, you might want to update your rescue email address.
