You need to ask Apple's Account Security team to reset your security questions. To contact them, click here and pick a method; if that page doesn't list one for your country or you're unable to call, fill out and submit this form.

It sounds as if you are not the original owner of this iPhone.

If that is the case, your iPhone is Activation Locked as described below.  You must contact the original owner and have that person release the iPhone, or nobody will ever be able to use it.

Go to: FORGOT APPLE ID to retrieve your Apple ID.

Not sure how you would know if you forgot your Security Questions if you don't remember the Apple ID? Until you sign in with that Apple ID, you would not be entering the answers to any Security Questions. Can you please clarify?
