I have one ipad mini 4 set up pretty much as I want it to be. Now, I want to set up another new one and transfer the settings and other customization on the second one so that it looks just like the first. Is thee a way to do this?

Take a look at this. It has worked for me every time that I got a new iOS device.
With iOS you really only have those two options - restore from an iTunes backup or restore from an iCloud backup. Those are the only mechanisms available to you to set up a new device from an existing device.
