It seems that the phone you have was locked to another carrier, and may have been hacked for you to use with your carrier. once you updated the device, it locked back to the original carrier. You will need to find out what carrier the device is locked to, see if they provide unlocking services and if you qualify. If you do, follow their instructions. If you do not, the only way to activate that device is with a SIM from the company the device is locked to.

Normally,to activate a new iPhone any SIM will do, even an inactive one.

You can contact Apple Support and ask them what carrier the device is locked to. They can answer that question. Contact Apple for support and service - Apple Support
