You will need to insert a supported SIM. It seems that the phone you have was locked to another carrier, and may have been hacked for you to use with your carrier. once you updated the device, it locked back to the original carrier. You will need to find out what carrier the device is locked to, see if they provide unlocking services and if you qualify. If you do, follow their instructions. If you do not, the only way to activate that device is with a SIM from the company the device is locked to.

Sounds like your phone is carrier locked, in which case you will have to have a SIM from the carrier it's locked to.

Standard Restore should not require a fresh carrier activation. Please provide all details about what you did and what happened, including the full text of all warnings you received.

Normally,to activate a new iPhone any SIM will do, even an inactive one.
