I am looking for an app that will allow me to open and edit a Microsoft Word 2016 document on my Ipad 4 mini. The only one I can find appears to be for the Ipad pro. Is there one that will do the job on my Ipad 4 Mini?

Try Apple Pages. It will let you open Word documents and edit them. While the edits will be saved in Pages format, the file can then be exported to Word format again.
