"The ipad could not be restored because the firmware was corrupt" Error 1403, Error 3194

I have iPAD 2[wifi only] and upgraded it to 9.3.2 but after one day it's stuck in boot looping. i tried the Recovery and DFU mode and try to restore it through iTunes, but it doesn't work. When i used the old iOS versions like 9.3 or 9.3.1 it says "Error 3194"[clear the host file but doesn't work] and when i used 9.3.2 it says "the ipad could not be restored because the firmware was corrupt". I used many Website to download different IPSW file and try all but no luck. Afterward I used to download it through iTunes, which took 2 hours but after the download is complete, it says "Download is Corrupted due to some unknown error [usually Error 1403]" . Even my Wifi is working perfectly and there is no issue in it. After that i put the downloaded IPSW in the directory[ Users\<User>\AppData\Roaming\Apple Computer\iTunes\iPhone Software Updates for windows 7 users ] now itunes will detect the IPSW but still the same error. Now it seems like my IPAD has error 56 😟 . Please help. User uploaded file

you can't downgrade when apple stop signing the older ios version you can't restore the ipsw file by any means

when one download something from the internet a file can become corrupt so it will no longer function this file will have to be redownloaded, if you attempt doing so very soon after the first corrupt one was downloaded you will likely receive the same corrupt file form the cache of your isp wait a bit and try again
