"Item Not Available" and not an Apple Music Subscriber

I've seen many postings about issues with Apple Music subscriptions and "item not available" issues in iTunes but I'm not a subscriber. Yet - half of my music is not available to me. I get an Item Not Available error when I try to click. Any thoughts? Very frustrating!
