Google Maps does allow you to set multiple destinations.

On the Mac use <https://www.google.com/maps>. Set the starting point, then the 1st stop, and there should then be a ➕ under the start/end that allows you to add the next destination. Keep clicking the ➕ until you have entered your entire route.

On an iPhone/iPad/iPod Touch use Google Maps

On iOS devices you start with the final destination. Start the navigation for this final destination. There should now be a magnifying glass on the screen. Click the Magnifying glass and you will be given options to search for a new destination. You can then Add that as a stop on your way to the final destination. Repeat for each additional stop.
