Thanks for that info and choosing the Apple Support Communities. I know how important being able to use the Mail app in a way you expect!
If I understand correctly, when you open the Mail app on your iPad, it shows the Inbox, but doesn’t start at the top of the Inbox, but in older messages and you have to scroll up to get to the top of the Inbox and your newest messages.
Good news is I know some steps to narrow down this software issue with the Mail app.
1. First, before we do anything, please backup your personal data to a computer with these steps.

Import photos and videos from your iPhone, iPad, or iPod touch
2. Next, force close the Mail app and reset all settings on your iPad. All of your contacts, pictures, music, and other personal data will be kept on the iPad. What it will do is reset your custom settings back to the factory defaults. So, background pictures, sounds, and stuff like that will have to be set back up again. Then test the Mail app again.

3. If you're still experiencing the Inbox issue at this point, your next step would be to restore the iPad software and setup as new temporarily to test the Inbox issue.
