If you visit an Apple Retail Store, they may provide you a computer running iTunes to assist you.

Jun 26, 2016 1:54 PM in response to kb1951by fuzzipariah,I shut down the laptop last night, and when I tried again to install iTunes this morning, it worked.
So I am in iTunes, and have followed the directions. The box to restore did pop up in iTunes, and I have clicked it and the followup box to restore.
Nothing appears to be happening, though. The iPad still have the iTunes and plug picture on its screen, and nothing is showing in the iTunes on the laptop.
I am going to try it again, and see what happens.
Addendum: I got the popup box for Update/Restore, clicked Restore, then got the followup box for "are you sure", and hit Restore.
I went through the agreement screens, and it was downloading, but then got an error message, that it was unable to download the software, that there was an unknown error (-39) and to try again later.
I tried it again, same result.
Thoughts?

I tried shutting down Symantec but the problem persists.

Assuming it is a Windows machine you probably also have Windows security running in the background and maybe other antivirus/antispyware software. You need to temporarily disable all of them.
