Q: Trying to upgrade to OSX El Capitan without billing information
As the title says, I am trying to upgrade my mac to OSX El Capitan. However it keeps asking for my billing information and I do not have a credit card that I can use. I had chosen my accounts payment type as none before since I wouldn't be buying anything, just downloading free apps/updates. Is there any way for me to skip the billing info and just get the free update?

What amount? El Capitan is free in all instances. There is no amount to be paid.
Anyway,
The error happens when there is no validated payment method in the Apple ID being used.
Make sure the Apple ID being used does not have any outstanding balance, and was correctly set to "None" for the payment method:
