Missing info on password prompts with Touch ID enabled

This article doesn't explain why users get prompted for a password (even though Touch ID is enabled) when submitting a review for an app they already own. This is added friction to submit a review.

This also doesn't explain why we have to type a password every time we redeem a free app with a code. This should also use Touch ID or at very least explain why the redeem doesn't use Touch ID for authentication. A great example of this is in the Starbucks app with free games and apps via a code.

Can someone confirm they have they experience the same results?

iPad Air, iOS 9.3.2
