can you clarify please
if i have previously used my paired watch / iphone with a public wifi (in this case cloud wifi (uk)) which i have previously setup on my iphone, will i be able to use the i watch without the phone using the same public wifi ?

Apple Watch can connect to a Wi-Fi network that your iPhone has used before if your watch was connected to your iPhone via Bluetooth at the time of that previous connection.
The network must be 802.11b/g/n 2.4GHz. The watch can't connect to 5GHz Wi-Fi or to public networks that need logins, profiles or subscriptions.

I think i should have phased my question with a little more detail
i know that i can connect to a wifi network from a previous pairing but as i had to register and login initially to be allowed access to this wifi (subsequent use of this wifi was automatic and didn't require login again on the iphone) ,
i was wondering if i could subsequently use the same wifi without having to re login on the watch when using without the phone, (as i would have been able to do with the i phone)

If the Wi-Fi network is compatible (as described above), your watch will connect to it automatically as a fallback, if the paired iPhone is not available. You will not need to enter the Wi-Fi credentials on the watch.
