Thanks for giving the Apple Support Communities a chance to help you with your iCloud question. Looks like you are attempting to downgrade from the paid service to a free account. There may be issues downgrading if you have data saved in iCloud above the allotted amount for a free account. If you do get any alerts or error messages while attempting this, please add them here for us to help you decipher and then offer the resolution.
For the exact steps with some pictures to upgrade and/or downgrade your iCloud storage, please see this article: iCloud storage upgrades and downgrades. It offers steps for your Mac, a PC, and even iOS devices if you have one of those to check. The section you want is labeled "Downgrade your iCloud storage plan".

I ended up calling Apple as I did all of that yesterday and the "done" button wasn't highlighted so it appeared it didn't save my changes. They assured me that it did, but stated to call back at the end of the billing period next month if it didn't take. Thanks for the links and answer, that was very kind. Have a great day!
