Q: Fixed ip but no domain name
Can you setup a server that is not intended to host a website but only a few select features such as file shareing, ftp, calendar, etc. with only a fixed IP? If so, what is the easiest step by step walk through of os x server.app for el Capitan?

The short answer is: Yes you can! However, don't use the dot local in your Fully Qualified Domain Name as it is reserved for Bonjour. I would also advice against using the dot private space, but rather obtain and use a registered domain space. The rationale behind it: You might change your mind later, normally sooner rather than later!

I strongly recommend the three books by Reid Bondonis available on the App Store for El Capitan. They are worth every cent.
