I understand your apps are not working correctly after installing iOS 9. I understand how important it is to have your apps working right, and I'm happy to offer some tips. Please try all of the suggestions in this support article, and if you're still having issues with third-party apps, you'll see instructions to contact the app developer for help.

Check Settings > General > Storage & iCloud Usage > Manage Storage (under Storage) and be certain you have absolutely no less than 10% of your device's total storage free.
