Q: Why is billing information popping up for free apps

why is that everytime I try downloading a FREE app, billing information automatically pops-up and once entering my correct billing info it is declined ?

Unless you have an unpaid balance, select None for payment method. Instructions here > Payment methods you can use in the iTunes Store, App Store, and iBooks Store - Apple Support

Then download a free app.
