Does this problem effect Mac os 10.6
I have had this problem for a year or more with my iMac i7; however I'm still running OS 10.6.8. Can the fix for El Capitan work for my computer?
iMac, Mac OS X (10.6.8)

What problem is that?
The article you referenced most likely refers to a newer OS; as well, you cannot use Recovery on Snow leopard because you need to update your firmware in addition to upgrading your OS to make it available (which, in turn, may render some third party software incompatible).
So, if you are having a problem with your connection to your router or modem, you might want to start by resetting the modem (unplug it for 30 seconds or more, plug back in, and wait for all the lights to stop flashing) and/or checking with your ISP regarding your connection. Also check by trying a different ethernet cable.
What year iMac?
How much RAM?
Purchased in May of 2010. 8 GB ram
Yours most likely CANNOT be updated to use internet recovery - the models that can be are mid 2010's and they were introduced in late July 2010. If you purchased yours in May, you purchased a late 2009 model.

FWIW, upgrading to a newer OS very rarely "fixes" any problems present in an earlier OS. In fact, it may make them worse, so it is best to fix the problems before going to a newer OS.
