Q: Since iOS 9.3 update 3G isn't working

From your post, I understand you've been unable to connect to your carrier's 3G service after updating your iPad 2 to iOS 9.3. I'd want to be able to get everything I was paying for as well so I'll certainly do my best to get that working for you again.
Before beginning any troubleshooting, I always recommend you back up your device and import the pictures to make sure your personal information is safe.

Once your confident that all of your personal information has been secured, you'll need to restore your iPad to factory settings. The iOS needs to be completely erased and a fresh copy installed on your device. This can't be accomplished by using the settings on your iPad as that only erases your personal data from your iPad
Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settingsThe first time through, set up your iPad "As a new iPad" instead of restoring your backup. Once you reach the iPad's home screen, check to see if your 3G service is working. If it is, you can easily restore your information back to the iPad.
