Q: Spotlight search misbehaviour

This has been happening since a long time. right from the time iOS 9 came.

This is not just on my device. This happens on iPad and on iPhone as well. And I have tried this on 3 different devices. The trick is to slide down slightly till the text box appears, don't pick up your finger and the Slide up so that the home screen moves into the taskbar, now without lifting your finger slide very slightly down and lift your finger while in motion downwards.

this has also been accompanied with the spotlight search box moving into the taskbar and the transition effects suddenly disappearing (iOS 9 Transition Effects Disappearing Suddenly - iPhone 6). All these are happening not just on my phone. It happens on iPhone 5s, 6 and iPad as well.
