Photos are not stored in iCloud unless you are using iCloud Photo Library. If you are using iCloud Photo Library, the photos are already on your phone. If you delete them for IPL, they are deleted everywhere. Therefore, you can not download specific photo albums from iCloud to the phone.

I am currently uploading all 53,000 phots to iCloud.....I have them organized in several hundred albums ...when iPhoto was being used I could select specific albulms to place on my iPhone....When I tried to do that with a cable connection after upgrading to yosemite and photos in stead of iPhoto it referred me to go to iCloud....I hope there will be an option to select shared albums only to import to my iPhone....I have paused it for a day due to the size....

If I understand you correctly, you are using iCloud Photo Library.  All of the photos will appear on the device. It is not selective. You can optimize storage on the device.
