DNS Photostream issue

I found my photo stream wasnt syncing across my devices.

After a lot of troubleshooting and getting nowhere i tried to change the DNS server on my phone to 8.8.8.8 and it sprung into lift and started to sync.

I'm guessing its a DNS issues caused by my ISP?

iPhone 6s, iOS 9.3.2
