The contacts on my iPad, iCloud and iMac are are identical. That list is different than what is on my iPhone. The phone is set up properly for iCloud sync and so on. So why is contact list on phone obsolete?

Try using the comprehensive troubleshooting steps listed in: Get help using iCloud Contacts, Calendars, or Reminders - Apple Support
Everything checked out. I tried turning off Contacts under iCloud on the phone, and told phone to delete contacts off my phone. The contacts did not delete. The list stayed in place. When I turned Contacts back on the list did not refresh from iCloud. Any other ideas?

What "Groups" are selected in your iPhone>Contacts>Groups?
