iCloud has not backed up in 12 weeks

I got rid of my home internet in April, and ever since, my iPhone 6 hasn't backed up, even when I'm at a friend's house connected to wifi. I plug it in, connect to wifi. the screen locks in a few minutes...but nothing. I pay for storage and have storage remaining. There has never been a message indicating a storage problem. Any clue what might be the problem?
