Apple id unlock error

I bought an itunes gift card and when i tried to buy something it asked for security questions. After entering the wrong ones for a couple of times my account got locked. I reseted the password as it was said in the tutorial steps in my icloud section in settings, but anyway it said that apple id is still locked. Is there any way to fix this one or it will remain locked for ever. ( I can't contact apple support by call because i am not able to get a call in my country.)
