Anyway, I am not sure how a 3 year old got to be the Organizer. If you can access his account, you can disband the Family group per this guide:
Leave Family Sharing - Apple Support
However, if any member is known to be under 13, they are not allowed to be outside of a Family Group, and you will have to do a few extra steps:

Yes, quite likely, or else that account could not be the Organizer.
