I am unable to remove Paypal as the payment type in ICloud

I am unable to remove Paypal as the payment type in ICloud on my PC. There is no option for changing or deleting Paypal. I have tried going to ICloud.com to change it there. It has been imposible. it goes to an infinite loop that always send you to PayPal page? How can I remove PayPal as the Payment method? Is that possible? can somebody help with this issue?
