In most cases you can press & hold down option as you launch iTunes then use the choose library option to select the iTunes Library.itl file in the relocated iTunes folder.

Thanks tt2 but I want to delete iTunes ENTIRELY, everything, from the computer so I can start again.
I'm still not entirely sure if you want/need to remove the application, or you want to start over with a fresh library, our you really want to delete the media too.
OS X will be reluctant to let you delete the application, but it can be done. See https://www.tekrevue.com/tip/uninstall-itunes/ for example. You can then download a fresh installer from http://www.apple.com/itunes/download/
Uninstalling and reinstalling iTunes doesn't generally affect the library. If you want to start over with a fresh library, discarding all ratings, playlists, play counts, date added information etc. then open the active iTunes library folder and delete the following items if they can be found.
Album Artwork [folder]
iTunes Library.itl
iTunes Library.xml
iTunes Library Extras.itdb
iTunes Library Genius.itdb
iTunes Music Library.xml

If you want to delete the media also then delete the folder iTunes Media.
See Make a split library portable for advice on setting up the library so it is in a portable shape on the external drive. E.g. Option-start-iTunes, make a new library at //<External>/iTunes, move the media inside //<External>/iTunes/iTunes Media and then add it to the library.
