Q: Not able to remove payment information?

Well I'm not able to remove my payment information and its not letting me download any apps or update any of my apps that I already have downloaded. Anyone else have these problems? How do I fix it?

iPhone 5s, iOS 9.3.2

Why would you need to remove your payment information to download or update an app? That does not make sense. Not everyone is able to remove payment information, you can look at this support document for an explanation for that. Why can’t I select None when I edit my Apple ID payment information? - Apple Support
