We certainly want the Music app staying open for you to listen to your songs. There's a few things we can try out.
If you haven't during one of the restarts, go ahead and close the Music app first and then restart the iPhone again for us.

Then if the songs you're trying to play are in Apple Music and not songs you've downloaded or synced from iTunes, try changing the network you're connected to. If you're on Wi-Fi, switch to cellular to test it out really quick or to another Wi-Fi network. If you're on cellular, then try it on Wi-Fi.
Also, it can be good to sign out of your Apple ID in Settings > Music and Settings > iTunes & App Store. If you're an Apple Music subscriber signing out does remove all saved offline songs, so they will have to be downloaded again.
