account settings

so my co-workers phone is froze on the account settings page its never had a card hooked up to it. It asked to renew payment info so I clicked none for the card then clicked done and its not doing anything accept saying ( you must verify your payment info before you can make purchases. I pretended to put in a card to see if that would change anything an it didn't so I really do not know what to do.

It appears as if your co-worker's iPhone is stuck on the iTunes Account Settings > Payment Information screen which hasn't ever used any debit or credit card payment information. Since I've actually been in this position, I'll be more than glad to help.
You'll need to add a valid payment method when you first sign in to the iTunes Store, App Store, or iBooks Store. But you can optionally remove the payment method after you sign into the store. You won't be asked for a payment method again until you make your first purchase. -- Create an iTunes Store, App Store, or iBooks Store account without a credit card or other payment method
Once the payment method has been accepted, you go back to the same screen where you added the card and select "none" instead. -- Change or remove your Apple ID payment information
​The card information that was added at first isn't stored on the Apple ID, device, or settings.
