Unfortunately, since it's used, there may be hardware issues.

As Carolyn stated, you can try another port on the laptop if you have one, or you can just charge the device using the wall plug. Another alternative is to purchase a powered USB hub that you can plug into the wall and into the laptop. That would probably deliver sufficient power for the iPad, but if the wall charger is providing ample power to charge the iPad, then the iPad is probably working correctly and it is just the USB port on the laptop. Nothing else you can do about that.
