Is FaceTime, on the iPhone 6+, absolutely free of charge for both domestic and international calls? From what I read on Google search results, only on the Internet's wifi (not cellular) it is free? Am I correct?

FaceTime calls are placed over Wi-Fi or data connection, not over your cellular network. There is no billing or "long distance". Think of FaceTime as being a reimagined webcam chat. The only possible fee you could do incur is one associated with exceeding the limits of your home Internet or cellular data plan. Otherwise, feel free to FaceTime whomever you want.
