iCloud shows backup is taking up storage but it is not listed

When I go to manage iCloud storage from either my iPhone or my Mac, it shows that almost half of my iCloud storage is used. However only a few apps are shown and NO backups. When I look at the iCloud storage bar on the mac, it shows "a backup" taking up the space but it is not listed when I go to the backup list. So in theory I am using virtually 0 of my 5GB but it says I only have about half of my 5GB. I have iCloud backup turned off on all my devices and mac. Quite irritating.
