Sometimes when I Facetime/Skype and that my battery is low, I'll plug it in, but I can't seem to have the phone rotate on its head so I can rest it against something and have the wire at the top. It rotates to landscape, no problem but just refuses to go the extra step.
is this not possible?

My iPhone will not display photos in portrait mode when rotated upside-down.
So I suspect FaceTime will not work in portrait mode upside-down either.
Surely there are other methods to accomplish what you're trying to do. Here is one:
Have you tried calibrating the compass/level? That may help.
Unless the app has been specifically designed to allow that, no, you can't. None of the built in apps, to the best of my knowledge, do that. Nor does the home screen.

No, it won't.
It's unfortunate that Apple didn't think this would be useful considering the iPad does flip on all four sides.
