Thanks for stopping by the Apple Support Communities! I certainly want to ensure that you're able to send pictures via text messages on your iPhone 5c and iPad. I'll be more than happy to provide you with some steps to resolve this.

Try these steps first
- Make sure that your iPhone, iPad, or iPod touch is updated to the latest version of iOS.
- If you have an iPhone or iPad (Wi-Fi + Cellular), check for a carrier settings update.
- Check your network connection. To send a message as iMessage or MMS, you need a cellular data or Wi-Ficonnection. To send an SMS message, you need to have a cellular network connection. If you have Wi-Fi Calling turned on, you can send SMS messages over Wi-Fi. Contact your carrier for more information.
- Check with your carrier to see if the type of message you’re trying to send, like MMS or SMS, is supported.
- If you’re trying to send group MMS messages on an iPhone, turn on MMS Messaging. If you don't see an option to turn on MMS Messaging or Group Messaging on your iPhone, contact your carrier.
- Make sure that you entered the correct phone number or email address for the recipient.
If you walk through those steps and still have issue, we'll have you force quit the Messages app on both devices and then restart. You'll then test to see if you're able to send the picture via Messages. This article goes over how to force quit an app:

After that, let's have you sign out of iMessage and FaceTime on any device where you have that enabled. The reason we're having you do both is that iMessage and FaceTime are linked, so this will allow us to refresh these features. To do this, go to Settings > Messages > Send & Receive. Tap on your Apple ID and then tap Sign Out. From there, go back to the main Settings menu, then tap on FaceTime. You'll tap on your Apple ID and Sign Out. Once you've signed out of both services on all your devices, restart each one. You'll then reverse the process by signing back into FaceTime and the iMessage on every device. Test it out to see if you're able to send pictures via Messages.
The next step would be to have you reset the settings on your device. This will not impact any of your personal data (pictures, apps), but you will need to adjust certain user settings. This includes wallpaper, ringtones, etc. Do also be sure that you have your Wi-Fi network names and passwords available, as this step removes your remembered networks. To perform the reset, go to Settings > General > Reset > Reset All Settings. After your device is back up and running, test out the Messages app again.
The final step in this process would be to back up your devices and then restore them to factory settings temporarily. This helps us isolate whether there is an issue with the software by reinstalling a fresh copy of iOS. Once you've confirmed that you're able to send pictures normally, you can restore from the backup you created. Here are the relevant articles on these steps:

Jul 13, 2016 1:51 PM in response to Brenz06by derring do,I have the same problem (on 3 devices) but don't think I upgraded to 9.3.2 recently. This has come out of nowhere in the past week - no photos using Messages, unless I send it to myself (and even then it only works on 1 or 2 of the devices.)
Hoping to hear some new ideas, as everything tried so far (in 5 threads) has not worked. Thanks!

Some photos are to big to send by text use Email instead .
