Where is the Photos file in iTunes 12.4.1?

I haven't sync'ed photos to my iPhone 6 since before I gave up iPhoto for the Apple Photos app.

Now, when I click on "Photos" under my iPhone in iTunes (12.4.1.6), all that's available are photos in the "Pictures" folder, and Photos app doesn't appear at all.

When I select "Choose Folder" under my iPhone icon in iTunes, the Photos app [1.5 (370.42.0)] is grayed out. (See screen shot, below.)

I don't want to use iCloud Photo Library or Photo Sharing, and would rather sync directly through iTunes.

Does anyone have an idea why Photos isn't available? I will point out that my Photos library is on a different drive from the Startup Drive.

Is your Photos library designated as the system library?

and your photos are not in the Photos App - they are in the Photos library
