does everyone who uses iCloud Photo sharing have to have an Apple device

Not everyone in the family has an iPhone or Mac computer. Some computers are older and don't run elCapitan. Does everyone have to have an Apple device running elCapitan to use photo sharing?

MacBook Pro, Mac OS X (10.6.8)

You can view the shared photos without an Apple device, if you share your albums as a public web page and send the link to perons without an Apple device, see this help page:

You can even share albums with friends and family that don't use iCloud. Just open a shared album that you created, go to the People tab on your iOS device or click User uploaded file on your Mac, and turn on Public Website. Your photos publish to a website that anyone can see in an up to date web browser.
