Connect ipad to phonenumber

I Have an old fashioned cellphone. But I have an abonnement with data. I have two sim cards with the same number. One to my old Nokia, one til my iPad air. Can I use the phonenumber to iMessage? I only can find how to get the phone number to your iPad, using your iPhone. And I don't have one, only an iPad and a Mac
