Q: I can not assign a photo to a contact or save photo as contact photo.

Thanks for that info and choosing the Apple Support Communities. I know how important being able to add a picture to your contacts as well as adding their birthday is to you!
If I understand correctly, you are able to make the edits, but the changes are not saved. Because this is not expected behavior, I would start with these couple of quick steps:1. Force quit the Camera app, Contacts app, Messages app and Phone app on your iPhone.

2. Restart your iPhone, as the shut down and start up processes can self correct some simple issues.

Then test your issue again. If you're still having the same issue, I would suggest backing up your personal data at this point:
