What to do?
It would help if you didn't make people guess what version of Pages that you are referring too: 1) Pages '09 v4.3, or 2) any release of Pages v5.
Pages is not a Word clone, so do not expect Word features within it.
Pages '09 supports intra-document hyperlinks (bookmarks) between internal document locations, including same and different footnote numbers, descriptive footnote text, and selections of body text. No release of Pages v5 supports bookmarks, and neither application provides a crosss-reference feature.
How do you propose to insert a footnote between adjacent footnotes when Pages '09 generates sequential footnote numbers (that you can not alter or resequence)?
