I assume you are talking about a Photo Book - is this correct?
What version of the OS and of Photos do you have?
What is the complete, exact error message?
Have you previewed it according to these instructions Preview a print project in Photos or iPhoto to avoid issues - Apple Support ?

Yes I have used the directions on Preview a print project in Photos or iphoto to avoid issues
When I check the PDF version, only the first few pages out of 22 pages copied over

I believe that this will be the solution - remove the problem photo from the book

Then check the photos on the first page that does not appear in your PDF preview.
Try to edit each of these photos. Can they be edited or exported? What is the pixel size?
The error message you are quoting is telling you that the width and height of some photos in the book is to small and they will be blurry when printed.
Either the phots you imported are simply too small or they are missing from your Photos Library. Are you using iCloud Photo library?
