Q: problem with upgrade of icloud storage

had completely used up all my storage and was getting the message "Cannot take photo. there is not enough available storage to take a photo" so I paid to upgrade to 50.00GB (from FREE 5.0GB), received the confirmation from apple of the upgrade but two days later up comes the same message "cannot take photo etcetc) am I supposed to change settings or something on my phone? This is getting really annoying!
