It sounds like you're having problems signing into your Apple ID on your iPhone 4s. There's a lot of great features that come with using your Apple ID on your iPhone so I can understand why you would reach out for help when you aren't able to sign in successfully.
When you say your first Apple ID was "deleted", do you mean that it was removed through Settings on the iPhone itself and/or removed when the iPhone was reset? If so, and your iPhone 4s is not accepting the Apple ID and password you set, the first thing I would recommend doing is resetting your password. To do that, follow the steps in the support article below. After your password has been reset, try signing in on your iPhone 4s.
If your Apple ID was deleted in a way other than how I mentioned already, putting your iPhone into recovery mode and restoring it using iTunes would be the next best step. Keep in mind that restoring your iPhone is going to remove all data from it. If your iPhone is backed up to iTunes or iCloud, you can restore from that backup afterwards. To put your iPhone into recovery mode and restore, follow these steps:
Put your device in recovery mode and set it up again
- Connect your device to your computer and open iTunes. If you don't have a computer, borrow one from a friend or go to an Apple Retail Store or Apple Authorized Service Provider for help.
- While your device is connected, force restart it: Press and hold both the Sleep/Wake and Home button for at least 10 seconds, and don't release when you see the Apple logo. Keep holding until you see the recovery mode screen.

- When you see the option to Restore or Update, choose Update. iTunes will try to reinstall iOS without erasing your data. Wait while iTunes downloads the software for your device.
If the download takes more than 15 minutes and your device exits recovery mode, you'll need to repeat these steps and choose Restore instead of Update when you get back to this step.

- After the Update or Restore completes, set up your device. If you previously backed up your device with iTunes or iCloud and had to restore your device in step 3, you might be able to restore from your backup during setup.
If you can't update or restore your iPhone, iPad, or iPod touch
If you still are unable to sign in with your Apple ID and password on your iPhone after you have followed the steps I provided, reply back answering the following questions:
- How was your Apple ID initially deleted from your iPhone 6?
- Are you attempting to sign in with your Apple ID and password at an Activation Lock screen on your iPhone 4s?
