Songs won't stay downloaded

I am using iTunes Match and I am trying to download playlists from the cloud onto my iPad Pro. On one playlist, I have three songs that will go through the entire downloading process, the download window will disappear in the iTunes Store, and then the three songs will reappear in the queue and begin downloading again. This has happened over and over and over. I have finally just paused the downloads. I have tried restarting my IPad. Does anyone have an idea about how to fix this?
